Namun sayang, untuk bisa mendapatkan citra satelit ini Indonesia masih harus bergantung pada lembaga antariksa negara lain. Padahal tak semua data itu didapatkan dengan gratis.
"Jadi satelite citra itu sebenarnya itu punya asing ya. Kita membayar semacam biaya langganan untuk mendapatkan data tersebut. Yang Land-SAT kita kerjasama dengan Amerika, SPOT kita dengan Perancis," papar Kepala Bidang Bank Data Lembaga Penerbangan dan Antariksa Nasional (Lapan) Rubini Jusuf saat berbincang dengan Liputan6.com di Jakarta, Minggu (23/2/2014).
"Adapula Modis itu punya asing juga, tapi kita bisa terima datanya gratis."
Dengan fungsi citra itu, Lapan dapat menganalisa sebaran debu vulkanik letusan Gunung Kelud dari Jawa Timur ke wilayah Jawa Barat. Hasil analisa itu kemudian dilanjutkan kepada badan yang menangani penanggulangan bencana. Hal ini dipaparkan Kabid Produksi Informasi Pusat Pemanfaatan Data LAPAN Winanto.
"Letusan Gunung Kelud adalah salah satu contoh, kita merekam sebelum dan sesudah Gunung Kelud meletus dan juga melalui MTSAT-2 dan pendalam tim Atmosfer Lapan kita menginformasikan sebaran debu vulkanik yang dibawa oleh angin ke arah barat," tutur Winanto.
Satelit Produksi Dalam Negeri
Namun, Rubini melanjutkan, Lapan saat ini telah berhasil membuat satelit yang berguna untuk fungsi mitigasi bencana. Namanya, Satelite Lapan A2. Sayangnya, Lapan A2 yang direncanakan meluncur sejak 2012 dari Sriharikota, India, hingga kini belum juga diterbangkan. Ini lantaran harus menunggu India menyelesaikan pembangunan satelite Astrosat.
"Kalau sudah satelit sendiri mungkin lebih enak ya, Mas. Masalah kontinuitas datanya, termasuk resolusinya sat-sualnya. Karena kita kan menginginkan data itu tersedia kemudian bisa mendapatkan data lebih detail dan sebagainya," harap Rubini.
Untuk observasi, saat ini Lapan bekerjasama dengan beberapa negara. Untuk penggunaan seperti Citra Satelite resolusi rendah, RI menggandeng Land-SAT milik Amerika Serikat yang memiliki cakupan luas 185x185 km dengan resolusi spasial 30 meter. Untuk resolusi sedang, kita bekerjasama dengan Perancis yang memiliki Satelite SPOT 5 dan 6.
"Kalau satelit SPOT itu yang kita terima ada SPOT 5 dan SPOT 6. Untuk SPOT 5 itu luasannya 65x65 km, resolusi lebih detail dia (SPOT 6) bisa merekam dari resolusi spasial 2,5 meter. Kalau SPOT 6 itu dia bisa receive shift kalau dia sudah konspelasi dengan generasi berikutnya, SPOT 7 dia bisa receive shift tiap hari karena dia bisa by order sesuai pesanan," terang Rubini.
Winanto melanjutkan pemaparan Rubini. Sedangkan untuk resolusi tinggi, menurut Winanto, penggunaannya untuk kebutuhan komersial seperti Satelit Quickbirds, Worldview-2 dan IKONOS milik Amerika Serikat. Untuk analisis bencana alam satelit IKONOS paling sering digunakan.
"IKONOS resolusi spasialnya 1 meter, Worldview itu 60 cm, Quickbirds 40 cm, itu satelit-satelit negara maju," tutup Winanto.

Selain digunakan untuk observasi bencana, pemanfaatan citra satelit sudah luas jangkauannya, seperti bidang sumber daya alam, lingkungan, kependudukan, transportasi, hingga ke bidang pertahanan. Satelit Lapan A2 dan pengembangan baru LAPAN, yakni Lapan A3 yang notebene karya anak bangsa bisa mampu membantu komunikasi dan penyebarluasan informasi seputar bencana dan bidang lainnya.
